Abstract

Climate change becomes an increasingly challenging problem for the local-level governance. While international conventions, national laws and policies create duties of mitigating and adapting to climate changes, their execution ultimately lies with local level institutions that have to cope with consequences of environmental and climatic stress. SDG 13 focuses on resilience, adaptive capacities, policy integration, and capacity building. This paper investigates the localisation of SDG 13 in Jammu District by examining three interrelated aspects: Tawi River flood vulnerability, urban expansion and thermal stress, and urban mobility emissions. Using doctrinal and qualitative case study methodology, the research reveals that climate action requires integration across river management, urban planning, and transportation sectors. The study identifies challenges including institutional fragmentation, poor integration of climate evidence into planning, low capacity, and weak monitoring, and recommends a transition to integrated district-level climate governance.
