Celebrated since decades as the success sutra or exponent of the Green Revolution, Punjab is currently facing several challenges contributing to a severe hydrological crisis. The malefices assailing the health of Punjab or the land of ‘five rivers’ include rapid groundwater depletion, on the one hand and extreme conditions of widespread flooding on the other. The State's intensive paddy-wheat monoculture has pushed groundwater extraction to an unsustainable average of 156.36 percent. In the critical "dark zone" districts like Sangrur and Patiala, extraction rates exceed 200%, dropping water tables by over a meter annually. This severe over-extraction alters aquifer geochemistry, causing naturally occurring uranium, arsenic, and fluoride to leach into regional drinking water supplies. This toxicity adds to the already compounded industrial pollution. This is evident in the heavy metal dumping within Ludhiana's Buddha Nullah, as well as the extensive nitrate runoff from agricultural fertilizers.
Paradoxically, despite dropping water tables, Punjab increasingly suffers from severe monsoon floods. Linear infrastructure developments and encroached floodplains block natural drainage, while dense subsoil clay layers (paddy plough pans) prevent floodwaters from filtering down to recharge deep aquifers. Groundwater depletion in Punjab exceeds 145 percent, with 80 percent of the State’s area showing declining water tables. Recent severe floods and escalating contamination present urgent causes for concern, threatening both agricultural sustainability and public health.
This paper synthesizes the viewpoints of the local people in addressing approaches to provide structural solutions to the crisis. The objective is that climate-resilient water governance is essential to protecting public health and preserving Punjab's agricultural economy.
